Intergovernmental Funding Flows and Local Budget Execution in Tanzania

Project Summary Prepared a background study (as part of the PER/PEFAR process) that analyzes the flow of funds to the local government level, comparing different funding streams to the local government level. The study found that the disbursement of block grants was generally more timely, complete and transparent than either the disbursement of recurrent subventions and basket funds or the disbursement of most (donor-supported) development grants to the local government level.

Project Summary In response to the Joint Assistance Strategy for Tanzania, partners are seeking to shift a larger share of their external development assistance for health to pooled funds (including the Health Sector Basket Fund) and ultimately to general budget support. The overall objective of this piece of work is to explore the main public finance management (PFM) constraints to effectively using government public financial management procedures for health sector activities, and to make clear recommendations for resolving the identified constraints.

 
Fiscal Decentralization and the Financing of Local Health Services in Tanzania

Project Summary The objective of this study was to quantify the decentralized funding of health delivery and to assess the experiences with fiscal decentralization reform in Tanzania Mainland in relation to the financing of health sector services at the local level. This study is part of a series of thematic studies with the objective of making an inventory of experiences with regard to fiscal decentralization and the financing of local social service delivery in selected countries in Africa.

The Mid-Term Review (MTR) also supported stakeholders' learning on the project and policy related issues.
